Nigeria: FG Opens Secret Prison For Sect

Abuja - Nigeria is opening a secret detention centre to hold and interrogate suspected high-level members of a radical Islamist sect responsible for hundreds of killings this year alone, a security official has told The Associated Press.

While the facility could create a more cohesive effort among disparate and sometimes feuding security agencies in Nigeria to combat the sect known as Boko Haram, it raises concerns about its possible use for torture and illegal detentions. 
Nigeria's security forces have notorious human rights records, with a documented history of abusing and even killing prisoners.
The prison is in Lagos, far from the violence plaguing the country's predominantly Muslim north, where Boko Haram carries out frequent bombings and ambushes, said the security official, who is directly involved in the project. He spoke on condition of anonymity because he was not authorised to discuss the facility with journalists.
"All suspects arrested will be taken to the centre and would be interrogated by a security group," the official said. He declined to say exactly where it is or how many inmates it can hold. He said authorities are arranging to transport suspects to Lagos, Nigeria's largest city located in its southwest.
The detention centre was created at the orders of Nigeria's National Security Adviser General Andrew Owoye Azazi, the official said. Azazi's telephone number is unlisted and the AP was unable to contact him for comment.
Ekpeyong Ita, the director-general of the Nigeria's secret police agency known as the State Security Service, declined to comment on Thursday when the AP asked him about the prison.
Minutes later, secret police spokesperson Marilyn Ogar called an AP journalist and said anyone with information about the purported prison should go to the courts instead of talking to journalists. She refused to confirm or deny the prison's existence.
"Whatever we do, we're running a democratic system that respects the rule of law," the spokesperson said.
Taunting videos
Boko Haram, whose name means "Western education is sacrilege" in the Hausa language of north Nigeria, is carrying out increasingly sophisticated bombings and attacks in its sectarian fight against the country's government. The sect carried out a suicide bombing in August at United Nations' headquarters in the country that killed 25 people and wounded more than 100 others, as well as a co-ordinated assault this January in the northern city of Kano that killed at least 185 people.
Diplomats and military officials say the sect has links with two other al-Qaeda-aligned terrorist groups in Africa. Members of the sect also reportedly have been spotted in northern Mali which Tuareg rebels and hardline Islamists seized control of over the past month.
Police officers shot and killed Boko Haram's former leader Mohammed Yusuf in 2009 while he was in their custody, underscoring the lack of respect for human rights among the security forces. Security agencies have been unable to find and arrest the sect's current leader Sheik Abubakar Shekau, who posts taunting videos on the internet promising more violence.
"The problem we have is lack of synergy among the security agencies," the security official told AP. Those agencies include the police, the military, and intelligence agencies like the State Security Service. 
Relations between the agencies are testy at times as each fights for its own budgetary allotments and there are suspicions that some have been influenced by ethnic or religious factors in this nation of more than 160 million people with two dominant religions and more than 250 ethnic groups.
Intelligence agencies allegedly released a suspected Islamic radical in 2007 who later masterminded Boko Haram's suicide car bombing of the UN headquarters. Leaked US diplomatic cable also show US officials complained in 2008 about Nigeria's government quietly releasing other suspects into the custody of Islamic leaders as part of a program it called "Perception Management."
Suspected sect members have been arrested and kept locked up for months without being charged. Authorities also routinely arrest women and children related to suspected Boko Haram members in attempts to draw them out. Amnesty International has said some Boko Haram suspects have been "subject to enforced disappearances."
Incommunicado detention
This record leads to fears among human rights groups that the secret detention centre could see more suspects disappear, deprived of the right to challenge their detentions in the courts.
"Attacks by armed groups do not absolve the Nigerian government of the responsibility to conduct security operations in a manner that complies with national and international law," Amnesty International said in a statement on Thursday. "Widespread unlawful, incommunicado detention must cease immediately."
Ogar, the secret police spokeswoman, appeared later Thursday on the state-run Nigerian Television Authority before the AP published its story. In an interview, she said that a "group of disgruntled people have gone to the foreign media to say that Nigeria has now produced another Guantanamo Bay," referring to the US military detention camp in Cuba.
It is unclear whether any foreign governments have offered Nigeria advice or assistance in opening the detention centre. US Ambassador to Nigeria Terence P McCulley, speaking to journalists April 4, said the US is "working with the Nigerian government to help them develop a counter-terrorism strategy that includes perhaps a centre even to better co-ordinate information and intelligence that they receive".
But Deb MacLean, a US Embassy spokesperson, told the AP that she was unaware of the new detention centre and said that the US had no role in it.

Ghana: Suspected Thief Forced To Drink Engine Oil ... What Were They Thinking

A suspected thief who allegedly stole a mobile phone was baptized with and forced to drink dirty engine after he was subjected to severe beatings by an irate mob at Shalom Spot, a suburb of Lashibi in Tema.
The suspect, James Amanor, a 23-year-old scrap dealer, after receiving the beatings, was marched to a nearby fitting shop near the Community 18 Junction, close to Sakumono in Tema, by the irate mob. The mob poured gallons of dirty engine oil on him and forced him to drink some.
Amanor managed to escape into a bush at the Sakumono Ramsey site in Tema after he was set free by his captors who refused to heed his plea for him to be taken to the nearest police station.
Narrating the incident which led to Amanor’s arrest to DAILY GUIDE, the residents claimed the suspect, along with is friend, unexpectedly snatched a Nokia mobile phone from a passer-by after they had monitored the victim to an isolated area.
They said Amanor snatched the phone from the victim and passed it on to his colleague who was ahead of the victim and bolted with it.
Luck however eluded Amanor as he was apprehended after the victim had raised an alarm of losing his phone to the suspects, attracting the attention of some residents.
They said, “We gave them a hot chase but the other guy managed to escape but we managed to arrest this one at the Shalom Spot.”
A casual observer nearly incurred the wrath of the irate youth when he attempted to implore the angry residents to take the alleged thief to the nearest police station or set him free, instead of taking the law into their hands.
According to them, Amanor’s incident was the second time thieves had stolen valuables from the area.

Basketball superstar LeBron James is a minority owner of Liverpool FC so he has decided to honour them by releasing a "Liverpool edition" pair of  trainers.
A nice gesture for sure, but the design has already angered Liverpool fans due to key mistakes on the shoe.
As a story on the official website of Liverpool owners New England Sports Ventures says: "The shoe features the signature LFC red on the outsole and 18 league championship trophies on the bottom."
However, the trophy used to represent the club's league triumphs appears to be modelled on the Premier League trophy — a trophy that the club has never won.
Instead, all of Liverpool's 18 triumphs came before 1993 when the trophy design was changed.
The trainer also cannot use the official Liverpool crest as they are made by Nike and the Reds official suppliers (currently Adidas, soon to be Warrior Sports) so it instead uses an emblem that is "directly inspired by the Liverpool crest"
"Sneakerheads and Liverpool fans are buzzing at LeBron James' new shoe. The LeBron 9 Low 'Liverpool Edition' will bring the LFC brand to the hardwoods and streets around the world," said the NESN story.
"James is both a minority owner and avid fan of Liverpool FC. It is only fitting that the NBA superstar married an old passion (basketball shoes) with a newer one (historic English soccer club)."
However, despite NESN's enthusiastic release, fans quickly left comments on the story, blasting the design.

Video of Swedish politician Lena Adelsohn Liljeroth cutting a cake designed to look like an African tribal woman has caused fury among some who accuse her of committing a racially insensitive act.

The culture minister took a slice from the cake – which doubled up as an art installation – at the 75th anniversary of the Swedish Artists Federation at the Modern Museum in Stockholm.

African-American Makode Aj Linde – who created the exhibit - had his head built into the cake in an attempt to call attention to the issue of female circumcision. He screamed “no, no” when Ms Liljeroth sliced a piece off. The inside of the cake was made of sponge coloured blood-red.

The Association for African Swedes, which promotes the rights of people of African origin, slammed the exhibit as a "tasteless, racist spectacle" and demanded that Ms Liljeroth resign.


Ms Liljeroth described the incident as a "bizarre situation”. She said: “I was invited to speak at World Art Day about the freedom of art and the right to be provocative, and then they asked me to cut up the cake.

“I had no chance to inspect the cake beforehand ... If some people have been offended, I apologise. Then it's up to the artist to explain what he meant with his work.”

Artist Linde said he wanted to highlight that female circumcision is still a big problem in some parts of Africa and claimed the message behind the cake had been misunderstood.

He told Al Jazeera the theme of female genital mutilation was “quite natural, as you would have to cut it up”.

He added: "I think the people who have been upset misunderstood the intention or the agenda of me as an artist."

Small Illinois Town’s Comptroller Accused Of Stealing Millions


The chief financial officer of Dixon, Ill., has been put on unpaid leave after she was arrested by FBI agents and charged with defrauding the city of $3.2 million and misappropriating another $30 million in city funds.

The arrest of Rita Crundwell, who was charged with a single count of wire fraud, has shaken the northwest Illinois town, which has a population of just under 16,000, according to the Chicago Tribune. Authorities say Crundwell stole the funds over six years to support her luxurious lifestyle.
Crundwell, an award-winning quarter horse breeder, spent the money on jewelry, a motor home, and her horse farms in Wisconsin, reports the Tribune.
Federal agents seized the contents of two bank accounts, seven trucks and trailers, three pickups, a $2.1 million motor home, and a Ford Thunderbird convertible -- all of which were purchased with illegal proceeds, according to federal authorities.
Dixon Mayor James Burke today told an audience of reporters and citizens that independent auditors had not noticed any issues of non-compliance and the city's bank had not noticed anything out of the ordinary, according to the Tribune.
The city will hire an investigator to determine how the alleged theft occurred.
The mayor initially reported Crundwell, 58, to federal authorities last fall, after another employee had assumed the comptroller's job while she was on an extended unpaid vacation, authorities said. After reviewing bank statements for September 2011 through March 2012, the FBI expanded the investigation and began reviewing the city's finances dating back to 2006.
Crundwell moved city funds into multiple city accounts, including a joint account for the city of Dixon and herself, according to federal authorities. She then withdrew $3.3 million from the account, using only $74,274 for city operations. The FBI expanded its investigation, and discovered from July 2006 to March 2012 she allegedly deposited more than $30 million into the joint account. She allegedly then paid out more than $30 million for her own personal and business expenses.
She had earned an annual salary of $80,000.

Worker Entitled To Compo For Sex Injuries


A public servant was "in the course of her employment" when she was injured while having sex in a motel room while on a work trip, a judge has ruled.
He set aside a decision refusing her workers' compensation for facial and psychological injuries suffered when a glass light fitting came away from the wall above the bed as she was having sex with a male friend in November 2007.
The woman, who cannot be named, was in her late thirties and employed in the human relations section of a commonwealth government agency.
Her employer sent her to spend the night at a NSW country motel ahead of a departmental meeting the next day.
That evening, she met her friend for dinner before they had sex, during which the light fitting was pulled from its mount and fell on her.
In his statement, the man said they were "going hard" and he did not know if they bumped the light or if it "just fell off".
"I think she was on her back when it happened, but I was not paying attention because we were rolling around."
In the Federal Court on Thursday, Justice John Nicholas set aside an Administrative Appeals Tribunal decision rejecting her compensation claim.
The tribunal had found: "The activity was not an ordinary incident of an overnight stay like showering, sleeping, eating, or returning to the place of residence from a social occasion elsewhere in the vicinity.
"Rather she was involved in a recreational activity which her employer had not induced, encouraged or countenanced."
But Justice Nicholas said the fact that the employer did not encourage her to engage in sexual activity did not mean that it disapproved of her doing so.
"If the applicant had been injured while playing a game of cards in her motel room she would have been entitled to compensation, even though it could not be said that her employer induced or encouraged her to engaged in such an activity," he said.
"In the absence of any misconduct or an intentionally self-inflicted injury, the fact that the applicant was engaged in sexual activity rather than some other lawful recreational activity does not lead to any different result."
The tribunal said the woman was engaged in a private activity.
But Justice Nicholas referred to another case where an employee who slipped while showering in her hotel room was found to have been injured in the course of her employment.
"Many of the activities which an employee might be expected to engage in during such a stay are engaged in private," he said.

Barca must now find a way to overturn Chelsea’s advantage in the return leg at its own Camp Nou stadium next Tuesday, if it is to avoid relinquishing the trophy it won by beating Manchester United in last year’s final.
Wednesday’s mistake was all the more remarkable considering how the Spanish side totally dominated the game otherwise. Chelsea’s win was more than an upset; it spawned one of the most extraordinary anomalies since soccer fell in love with statistics a decade ago.

Coach Pep Guardiola's visitors controlled 72 percent of the possession, a high mark in any game, but especially so away from home. The reigning champion incredibly completed 782 successful passes to Chelsea's 194, yet was still unable to find a way through and now faces a stern challenge.

Meanwhile, Chelsea's best chance of returning to the Champions League next season would be to win it this year, as it is by no means guaranteed to finish in the top four in the English Premier League.
Yet this is the prize Chelsea craves more than any other, with owner Roman Abramovich's desire for this particular piece of silverware bordering on an obsession.
Wednesday brought that possibility a step closer, even if Barca felt it was the better side and could scarcely believe that it heads back to Spain empty handed.

An Egyptian man who watched a porn film for the first time got the shock of his life when he found the star was his own wife.
Ramadan, from Dakhalia, reportedly collapsed in disbelief on the floor at an internet shop, reports Emirates 247.
When he recovered his composure, he rushed home to face his wife who initially denied his accusations.
But when he confronted her with the evidence she confessed to having betrayed him with her pre-marriage boy friend.
She admitted that she had never loved him - even thought they had been married for 16 years and had four children.
"I found 11 films showing my wife in indecent scenes with her lover... It was the first time I watched a porno film and I did this just out of curiosity," Ramadan told Egyptian newspapers.
"She first denied it and accused me of being insane before I faced her with the films...

President Goodluck Jonathan, on a visit to Germany centered on strengthening economic ties, conceded Thursday that investors ask about the country’s “security challenges.”
But he offered assurances that his government “is working very hard and that we’ll bring this under control.”
Jonathan said after meeting German Chancellor Angela Merkel that Nigeria could envision foreign help with “training our manpower” and providing technology to monitor terrorists.
